NeighborhoodProperty Maintenance & Development Services defines its mission by drawing upon long-held traditional community values. These values are grounded in uniform and consistent code enforcement, preserving neighborhoods and safeguarding public safety.

Property Maintenance & Development Services is the primary agency for maintaining the appearance and condition of neighborhoods and business districts. Property Maintenance & Development Services is also an advocate for Dearborn's residents by aiding property owners when interacting with building contractors and providing timely and accurate information.

Property Maintenance & Development Services is concerned with the construction, maintenance, alteration and repair of all buildings and other structures located on private property, as well as having a role in the city's public projects.

Property Maintenance & Development Services also makes occupancy and re-occupancy inspections for all residential properties to ensure safety and compliance of all appropriate codes and ordinances and issues Certificates of Occupancy when all requirements have been met.

This department is also responsible for the appearance of our neighborhoods. Routine inspections are made in both commercial districts and residential neighborhoods to manage nuisances, address complaints and enforce ordinance compliance.

Licenses are approved for issuance by this department for stationary engineers, boiler operators and refrigeration operators after suitable evidence of ability and reliability has been submitted and after written and oral examinations have been conducted.

All main phone numbers for each PMADS unit have been combined to one department phone line: (313) 943-2150. (Existing numbers are still operational as of May 2021, but are being phased out.)

Call Center employees are available to answer calls from 8 a.m.–5 p.m. Monday-Friday. The Call Center will answer all inquiries pertaining to Neighborhood Services, Permits, Sanitation, Home Sales, and residential and commercial inspections.

Online services and updated technology
The department is converting all online applications to fillable forms. Already completed are forms for the Residential Home Inspection Request, the Commercial Re-Occupancy Application and the Residential Rental Inspection Request.

Temporary Sign Permit Applications can be submitted electronically, along with payment. Customers can look up registered rental property and submit suspected rentals to the department.

The automated Permit Inspection Scheduling System reached via 313-943-2400 has been updated to allow contractors and customers to select either a morning or afternoon inspection to cut down wait times. Permit holders can also text “hello” to 844- 506-0971 to start an inspection request by texting.
